Open Data Principles
Article 1: Definitions

- Policy: Open Data Policy.
- Data: A collection of facts in a raw or an unorganized form, such as numbers, letters, images, videos, audio recordings, or symbols.
- Open data: a specific set of public information - machine-readable - that is available to the public, free of charge and without restrictions, and any individual or public or private entity can use it and share it.
- Data Access: Ability to view or make use of any data or resources in an information system of an entity.
- Data availability: ensuring appropriate and reliable access to data and its use when needed.
- Data Confidentiality: Maintaining authorized restrictions on data access or disclosure.
- Protected data: data classified as: (top secret, secret, or restricted).
- Data user: Any person who grants access to data for the purpose of viewing, using or updating it based on their responsibilities as authorized by the Business Data Executive.
- National Open Data Platform: The central national portal dedicated to managing, storing, and publishing open datasets across the Kingdom. Open Data License: A license that regulates the use of open data.
- Open format: Any widely accepted, non-proprietary, platform-independent, machine-readable method for transmitting data, which permits automated processing of such data and facilitates analysis and search capabilities.
Article 2: Scope
Article 3: Key Principles of Open Data
Principle 1: Open by Default
This principle ensures that SIDF makes its data available to the public by default unless its nature requires non-disclosure, protection of privacy or confidentiality.
Principle 2: Open Format and Machine-Readable
Datasets should be made publicly accessible in a machine-readable format that allows automated processing. Data should be stored in widely used file formats (such as CSV, XLS, JSON, XML) that facilitate machine processing.
Principle 3: Up to Date
Open datasets should be regularly published in their most recent state and should be made available to the public in a timely fashion. Whenever feasible, data collected by SIDF should be released as quickly as it is gathered. Priority should be given to data whose utility is time sensitive.
Principle 4: Comprehensive
Open datasets should be as complete and as granular as possible and reflect the recorded data without contradicting the privacy policy or the personal data protection. Furthermore, SIDF ensures to include metadata that clarifies and explains the primary data by supporting it with explanations or equations to illustrate how the data is extracted or calculated.
Principle 5: Non-discriminatory
SIDF provide datasets available for all without discrimination and without the need for registration.
Principle 6: Free of Charge
SIDF provide the open data available for all, free of charge.
Principle 7: Open Data License in KSA
Open data is subject to the Kingdom’s open data license that specifies the legal basis for using open data and the conditions, obligations and restrictions imposed on the user. The use of open data indicates acceptance of the license terms.
Principle 8: For Improved Governance and Citizen Engagement
Open data enables access and engagement of everyone, enhances transparency and accountability of entities and supports decision-making and enhance the provision of public services.
Principle 9: For Inclusive Development and Innovation
Entities should play an active role in promoting the reuse of Open data and providing the necessary supporting resources and expertise. Entities should actively work on empowering a future generation of Open data innovators and engaging individuals, organizations, and the general public in unlocking the value of Open data.

Article 7: Reuse Conditions
- The user must not misrepresent this data or its source.
- This data should not be used for political purposes or to support illegal or criminal activity, racist or discriminatory comments, incitement or negative influence on culture or equality or any illegal activity or against the traditions of the Kingdom.
- When using this data, the source must be mentioned (SIDF website).
- The source of the reused information must be indicated by adding a link for SIDF website or other data sources to preserve the intellectual property of the data, its credibility and the validity of its source.
